Your story is certainly extraordinary and I applaud your efforts on behalf of people who have undergone laryngectomees. I am not aware of any US government grant program which would apply to your mission. Generally speaking, US government grants are made to researchers and providers of disability and rehabilitation services. You may be able to find grants through nonprofit organizations that focus on cancer or vocal disorders. The Foundation Center (http://www.foundationcenter.org) is the best resource for finding nonprofits and foundations in the US.
