This is a topic near and dear to the hearts of NARIC staffers. We’re a library whose patrons include people with disabilities. Though we do not often get requests for materials in alternative formats, the law requires that we do so whenever possible. We have a braille printer and scanners to convert documents to PDFs that can be machine read (with a lot of human help).

The World Intellectual Property Organization (WIPO), part of the United Nations, is seeking comments on the issue of copyright and access to print materials for people with disabilities. Does it violate copyright to scan a book so it can be read by a screen reader? What about distributing e-books and audiobooks?
